As of June 2023, the Massachusetts Department of Health and Human Services (HHS) has announced that they will be launching the Restaurant Meals Program in Massachusetts for Fall 2023.
This means that eligible Massachusetts EBT Cardholders will be able use their food stamp benefits at fast food chains and restaurants throughout the state.
Currently, 27 restaurants, fast food locations, and food trucks have been approved to accept Massachusetts SNAP EBT in 17 communities.

What is the Restaurant Meals Program?
The Restaurant Meals Program (RMP) allows eligible SNAP (food stamp) recipients to be able to buy prepared, hot meals at approved restaurants, fast food locations and food trucks with their SNAP EBT benefits.
The goal of the program is to help those SNAP recipients who might not be able to prepare meals for themselves or who do not have permanent housing for storing and preparing food.

Not every Massachusetts EBT Cardholder will qualify to use their SNAP EBT benefits to purchase hot, prepared meals at restaurant locations.

Who qualifies for the Massachusetts Restaurant Meals Program?
The Restaurant Meals Program (RMP) allows older adults (60+), homeless individuals, and people with disabilities to buy food at approved restaurants/food trucks using their SNAP EBT card.
The Massachusetts Restaurant Meals Program is available to participants that meet a specific eligibility criteria.
Massachusetts Restaurant Meals Program Eligibility
To qualify for RMP, every person in the household must meet one or more of the following conditions:
- Elderly – 60 years of age or older.
- Disabled – receiving disability, blindness payments, disability retirement benefits, or other disability payments.
- Homeless – the person does not have a fixed or regular nighttime residence.
- Spouse – the spouse of a SNAP recipient who is eligible for the Restaurant Meals Program.
If your household meets this criteria, you will be eligible to purchase prepared, hot meals at approved restaurants, fast food chains and food trucks throughout Massachusetts.
Restaurant Meals Program Requirements
To use your Massachusetts EBT Card at restaurants and fast-food chains, you must first meet certain requirements.
To be eligible for the Restaurant Meals Program, you must:
- Be currently enrolled and receiving Massachusetts food stamp benefits.
- Have an active Massachusetts EBT Card.
- Be homeless, elderly (age 60 or older), or disabled.
If you do not meet the requirements listed above, you are not eligible to use your Massachusetts EBT Card at restaurants and fast-food chains.
How to use your EBT Card at Restaurants in Massachusetts
Using your Massachusetts EBT Card to purchase prepared, hot meals at restaurants and fast food locations is easy.
Here’s how it works:
- Find a participating restaurant, fast-food chain or food truck near you. Eligible locations will display a Restaurant Meals sign in their window.
- Purchase hot meals – breakfast, lunch, or dinner at the restaurant by using your Massachusetts EBT Card at checkout.
- Follow the instructions and enter your 4-digit EBT Card PIN to complete your purchase.
- Get your receipt to see the remaining balance on your Massachusetts SNAP EBT Card benefits account.

Purchase Groceries Online with Massachusetts EBT
The United States Department of Agriculture (USDA) launched the Online Purchasing Pilot to allow select grocery stores to accept EBT cards online.
Currently, there are 30 grocery stores that accept Massachusetts EBT Cards online for home delivery or store pick-up.
You can use your MA EBT Card and food stamp benefits to purchase approved grocery items and have it delivered directly to your door.
However, your Massachusetts SNAP benefits cannot be use to pay for delivery fees.
