2023 Summer P-EBT Payments
Children who receive free or reduced-price meals under the National School Lunch Act are eligible to receive P-EBT benefits for Summer 2023.
P-EBT also provides benefits to younger children in households participating in the Supplemental Nutrition Assistance Program (SNAP) whose covered child care facility is operating with reduced hours or attendance.
On January 30th 2023, the Biden Administration announced that the COVID-19 public health emergency (PHE) declaration will end on May 11, 2023.
As a result, children under 6 in households participating in SNAP will not be eligible for Summer 2023 P-EBT benefits.
However, school children who attended an NSLP-participating school at the end of school year 2022-23 will still be eligible for summer 2023 P-EBT benefits.
Additionally, a majority of states were required to submit P-EBT benefits, for both the school year and the summer, must by September 30, 2023.
However, many states are experiencing delays with Summer P-EBT benefits.
This is causing some 2023 Summer P-EBT deadlines to be pushed back to October and even November.
Eligibility for Summer P-EBT (2023)
Households with eligible school children will receive P-EBT benefits for Summer 2023.
The following school children are eligible for PEBT benefits:
School children who attended a National School Lunch Program (NSLP) participating school at the during school year 2022 – 2023 and qualified to receive free or reduced price school meals.
This includes:
- School children who attended a school that participated in the Community Eligibility Provision or Special Provisions 2 or 3 in school year 2022 – 2023.
- Children who were directly certified for free school meals or who were certified by application for free or reduced price school meals during school year 2022 – 2023.
School children who attended a National School Lunch Program participating school at the end of school year 2022 – 2023 and are determined newly eligible for free or reduced price school meals.
Children in schools or school districts that have been newly approved to begin operating under the Community Eligibility Provision or under Provisions 2 or 3 in school year 2022 – 2023 are only eligible for Summer P-EBT 2023 benefits if they are determined income eligible or eligible for free or reduced school meals.

Currently, 6 of the 46 approved states for Summer P-EBT 2023 will be issuing their payments in October.
These states include:

- Delaware
- Iowa
- Kentucky

Arizona has been approved to issue $66 Million in P-EBT Benefits to 550,000 school children during Summer 2023.

- Payments completed by: Sunday, October 1st, 2023
All Arizona households with eligible school children will receive their 2023 Summer P-EBT payments by October 31, 2023.

Delaware
Delaware has been approved to issue $11.4 Million in P-EBT Benefits to 95,000 school children during Summer 2023.

- Payments Sent on: Friday, October 13, 2023
All Delaware households with eligible school children will receive their 2023 Summer P-EBT payments by October 30, 2023.

Iowa
Iowa has been approved to issue $28.8 Million in P-EBT Benefits to 240,000 school children during Summer 2023.

- Payments will be completed by: Wednesday, October 4th
All Illinois households with eligible school children will receive their 2023 Summer P-EBT payments by November 30, 2023.

Kentucky has been approved to issue $69.6 Million in P-EBT Benefits to 580,000 school children during Summer 2023.

- Payments Began: Tuesday, August 1, 2023 and will continue through October 2023 until complete.
All New York households with eligible school children will receive their 2023 Summer P-EBT payments by December 31, 2023.
