What You Can Buy with EBT

If you are currently on EBT, you are probably aware that the EBT Card is intended for you to buy food to make at home.

This means that you are not allowed to buy food that can be eaten at the location, including hot food, deli food, and fast food.

However, the USDA has made exceptions, in what is called the Restaurant Meal Program, which we will review below:

For those that are not part of the Restaurant Meal Program, here is what you are allowed to buy with your EBT Card:

  • breads and cereals;
  • fruits and vegetables;
  • meats, fish and poultry; and
  • dairy products.
  • Seeds and plants which produce food for the household to eat.

You are not allowed to use your EBT Card to purchase the following items.

  • Beer, wine, liquor, cigarettes or tobacco
  • Any nonfood items, such as:
  • pet foods
  • soaps, paper products
  • household supplies
  • Vitamins and medicines
  • Food that will be eaten in the store
  • Hot foods

USDA’s Restaurant Meal Program

The Restaurant Meal Program was introduced in 1978 by the United States Department of Agriculture (USDA).

The goal of The Restaurant Meal Program (RMP) is to help prevent hunger among the Elderly, Disabled & Homeless.

To qualify, eligible EBT Cardholders must have gross income below the federal poverty line.

The program allows these three categories of people to use their EBT card to buy food at approved low-cost restaurants.
